### Fixed

- Fixed `flex:plugins:deploy` failing with `@twilio/runtime-handler@1.0.1 is not compatible with node24` (error 20001). The Serverless build runtime was sent
as `latest`, so deploys broke when the Runtime default moved to node24 even
though nothing in the plugin had changed; it is now pinned to `node22`.
- Fixed `flex:plugins:create` producing a plugin that would not compile. The
generated templates did not pin `@types/node`, so npm resolved whatever was
newest at install time, and `@types/node@26` ships typings that TypeScript 4
cannot parse. Templates now pin `@types/node` to `^22`.

### Upgrades

- Flex UI 1.x support is removed. It has been end-of-life for some time, so the
v1 plugin templates are gone and `flex:plugins:create` always scaffolds
against Flex UI 2.
