The entry was written after #1167 merged, so it missed that squash and changelog/v7.md on main still starts at 7.1.1. Three user-facing points, in the file's existing format. The deploy failure is first, since it is the one customers hit without changing anything themselves: builds.ts sent the Serverless build runtime as 'latest', so when the Runtime default moved to node24 every deploy began failing with "@twilio/runtime-handler@1.0.1 is not compatible with node24", error 20001, on plugins whose own dependencies had not moved. Deliberately limited to what a consumer of the CLI sees. The OIDC trusted publishing work, the curated Artifactory install, the curation scan and the TypeScript 4.9 upgrade change nothing about how the CLI behaves, so they are left out. 7.1.2 has no entry either; the file jumps from 7.1.1 to this.
