…71 + #72) Bundles two fork PRs (both Greptile 5/5, CI green) into one org promotion; org dev was current through fork #70 (org #92). Ports the 11 differing src files (org src == fork src) + .env.example + the 5 src-coupled test files. Studies-coupled tests + studies/ stay fork-only. - fork #71: REFMET_LIVE_API_FALLBACK env toggle -- a freeze MISS falls through to live /match (source=live_api) instead of a deterministic not_in_snapshot no-vote; applied to BOTH the registered RefMet annotator and Goslin's internal binder. Documented both REFMET_* vars in .env.example. - fork #72: optional candidate_limit (1-100) in the API payload / MappingOptions sets the Kestrel search window per request (explicit value wins over the 20/else-1; threaded like prefer_canonical; Query-bounded on the dataset endpoints too).
