[Wave 9] Gate worst-case resource usage in CI

Problem

Resource benches publish numbers, but PR gates do not consistently enforce instruction, footprint, and event limits for the largest supported operations.

Done when

• Define thresholds for max batch send, names operations, vault, splitter, and governance.
• Fail CI when a deterministic limit regresses.
• Store the measured values as artifacts.
• Document how a deliberate limit increase is reviewed.
