Reviewed against the 6.27.6-WHPG tag (51 commits since 6.27.5-WHPG). The restrict_nonsystem_relation_kind entry, the --restrict-key descriptions for all three utilities, the \restrict/\unrestrict behaviour, the CREATE OPERATOR note, the tsvectorrecv() statement, all fifteen CVE entries, the three bug-fix entries and both anchors check out. One example in Encryption.md is incorrect and should be fixed before merging (first comment); the rest are wording and completeness suggestions.
