Added lastversion to Productivity Tools.

lastversion is a CLI utility that finds the latest stable version of any software project from GitHub, GitLab, BitBucket, PyPI, and other sources. Useful in CI/CD pipelines and automated build systems.

@vinta I’m slightly on the fence here and would appreciate your view.

lastversion is a CLI tool for cross-ecosystem “latest stable version” discovery (GitHub/GitLab/Bitbucket/PyPI), which can be useful in CI/CD workflows pulling from upstream projects.

My hesitation is that many build systems and package managers already handle version resolution within their own ecosystems. Do you think this still qualifies as a hidden gem due to its cross-forge scope, or would that overlap be a concern?
