Shapely is computational geometry, which focuses on creating and manipulating geometric objects (points/lines/polygons) and running exact geometric predicates and operations (intersects/contains, union/intersection, buffer, distance) in a CRS-agnostic Cartesian plane.
So, unlike GeoPandas (DataFrame-based geospatial analysis) or geolocation libraries (address/lat-lon lookups), Shapely is the low-level geometry engine many higher-level spatial libraries build on.
