M5 WP5.3: production hardening

• harden runtime database access with bounded lifecycle pooling and single-flight readiness caching
• expose typed serving and historical-publication operational states through the API and UI
• add final-HEAD-bound Playwright release smoke evidence and complete the approved WP5.3 plan

Validation

• backend focused suite: 69 passed
• Ruff and mypy passed
• frontend lint, typecheck, 52 unit tests, and production build passed
• Playwright final-HEAD smoke: 1 passed at 05590aeeafccb93ee9a481b63fa74aaf5c92c221
• docs link validation: 52 tracked Markdown files, all relative links resolve
