WP4.5: close M4 roadmap state in README

Summary

• Finalizes the public M4 state after WP4.1–WP4.4: roadmap block now shows M4 Communication ✅ (demo video postponed) instead of "← ACTIVE".
• Replaces the stale "repo tidy and attribution audit in progress" wording with the completed state and adds "portfolio closeout ✅".
• Removes process-flavored "application materials" phrasing from the public surface.

Not on this branch

WP4.5's career artifacts (CV rewrite, application workbook, defence checklist) are private by
design under the git-ignored .scratch/ tree — verified absent from the index and from all
