docker job should use arch matrix

The docker job inside .github/workflows/release.yml has hardcoded sections for each architecture, this should be removed in favour of the arch matrix.
This is blocked by:

• How to use matrix for multi-platform builds? docker/build-push-action#846
• How to build multi platform image in different runners docker/build-push-action#671
