The reusable App Service deployment workflow (deploy-azure-appservice.yml) now automatically validates and applies generated runtime application settings from GitHub Environments before deploying the application package.

This change streamlines the CI/CD process by ensuring app updates consistently use the configured runtime settings without requiring a separate run of the Configure Azure workflow. The Configure Azure workflow is now primarily focused on infrastructure changes, though it can still apply runtime settings independently.

Documentation has been updated to clarify the distinct responsibilities of the Configure Azure and CI/CD workflows regarding application runtime configuration.

Summary by CodeRabbit

  • New Features

    • Azure package deployments now apply runtime configuration from the selected environment before deployment.
    • Required deployment settings are validated early, with errors indicating whether a missing value belongs in environment variables or secrets.
    • Pushes to the main branch deploy to test only when test deployment is enabled; manual deployments can target test or production.
  • Documentation

    • Updated Azure deployment guidance to clarify when runtime settings are applied and which configuration changes require a new deployment.

📝 Walkthrough

Walkthrough

The Azure App Service workflow now validates required settings and applies generated runtime app settings before package deployment. The settings synchronizer generates configuration for both Azure workflows, and deployment documentation describes the updated workflow behavior.

The synchronizer generates required-setting checks and validation environment values for both Azure workflows. The App Service workflow receives and validates required RosettaClient settings.

The App Service workflow assembles runtime settings and applies them through Azure CLI before package deployment. Documentation describes environment selection, deployment triggers, and when to use Configure Azure.

Merge Risk: 🔵 Low · up to 2e97e

Clearing an optional GitHub Environment value, such as the SMTP password, will not remove it from the App Service after the next deployment. The old value stays active until it is deleted manually or removed through the Configure Azure workflow. The impact is narrow and the workaround is simple, so the change is mergeable, but the deletion behavior should be addressed or documented.

Security Architecture Review

Security architecture risk: 🟡 Moderate · up to 2e97e

Runtime settings are now applied before package deployment. A subsequent failure can leave new authentication, credential, or database settings paired with the previous package, without automatic configuration recovery. Existing environment isolation and deployment serialization reduce concurrency risk but do not address this failure state.

Retained concerns

  • Medium · reliability · inferred: The package workflow now writes authentication settings and runtime credentials before package delivery. If readiness, delivery, health verification, or execution subsequently fails, the new configuration remains without restoration, potentially pairing security-sensitive settings with the previous or unhealthy package. The base package workflow did not perform this mutation. Similar ordering already existed in the separate configuration and local deployment paths, but the PR brings it into routine package rollout.
Security review details

Security Blast Radius

  • inferred — Each invocation writes runtime secrets and security configuration to one resolved App Service in the selected resource group. Explicit app and resource-group inputs can alter that target, so the maximum authorized Azure scope cannot be established without the external role assignments. Effects on connected databases and integrations depend on the applied credentials and endpoints.

Trust Boundaries and Controls

  • observed — The deployment job binds to the selected GitHub Environment, validates test/prod selection, and authenticates to Azure using the existing OIDC identity. Runtime values are passed through environment bindings rather than inserted into shell source; settings commands suppress output. Pull-request validation does not directly invoke deployment. These repository controls do not establish the external approval, branch-restriction, or RBAC policies.

Resilience and Maintainability Implications

  • observed — Most optional settings are skipped when empty rather than deleted; deletion uses a separate disabled-settings list, currently empty. Configure Azure already uses this behavior, so clearing a source value is not demonstrated secret revocation and is not an introduced cleanup defect.

Hardening Proposals

  • proposed — Define a configuration/package recovery contract for partial rollout: require compatibility-safe configuration transitions or staged activation, and provide controlled recovery that accounts for credential revocation rather than blindly restoring old secrets.
  • proposed — Document explicit removal and revocation procedures for optional runtime secrets so operators do not mistake clearing a GitHub value for deleting the persisted Azure setting.

Remove previously applied optional settings when their values are cleared.

If an operator removes an optional GitHub Environment secret such as SMTP_PASSWORD, add_setting omits it. The set command does not delete the existing App Service setting, so the old value remains available after the next deployment. Delete absent, workflow-managed optional settings explicitly. Keep platform-managed settings outside that deletion list. (learn.microsoft.com)
