This PR fixes the bad layout issue where decoupling capacitors were clumped into a single block separate from the main chip. It introduces a new phase PlaceDecouplingCapsSolver that explicitly places decoupling caps immediately adjacent to the main chip pins they are strongly connected to, grouping them together seamlessly using calculate-packing's isStatic feature.
