[codex] add docs section navigation

Summary

Adds a second horizontal documentation nav beneath the main docs header and aligns the docs landing structure around the new sections.

Changes

• Adds a sticky docs section nav with Get Started, Build on Tempo, Integrate Tempo, Tempo Protocol, Tools & SDKs, and Run a Tempo Node.
• Scopes the left sidebar by section and expands sidebar groups by default now that the horizontal nav carries the top-level structure.
• Reworks the docs home page into a Get Started path with first steps and common workflows.
• Adds landing pages for Build on Tempo and Tools & SDKs.
• Refreshes overview copy for integration, protocol, node, and AI docs so the section names and page headings line up.
• Polishes the docs header/search treatment and removes the overlapping GitHub utility link from the preview.
