Add hideoo.starlight-i18n to the workspace extension recommendations so VS Code suggests it on open. The extension is already mentioned in the translating guide and now reads our external locales.json without extra setup, making it useful for translation contributors. Closes tauri-apps#1776

The translating guide already mentions the Starlight i18n extension, but it wasn't in the workspace recommendations. This adds
hideoo.starlight-i18nto.vscode/extensions.jsonso VS Code suggests it automatically when contributors open the repo.Per the discussion in #1776, the extension now reads an external
locales.jsonwithout extra config, so no other changes are needed.
