Add Shipvela publishing bundle to specialized CLI tools

Adds the Shipvela publishing bundle to Specialized CLI Tools.

• Public MIT client/plugin repository with setup instructions: https://github.com/stefanautomateed/shipvela-codex
• Agent infrastructure: OAuth MCP connector, a publishing skill and CLI configuration for supported website deployments. Publishing requires a Shipvela account and owner confirmation. It is not a code-generation model.
• Hosting Hobby: 3 projects, 20 publishes/month; managed HTTPS and custom-domain connections. Supported Next.js SSR requires a paid plan. External databases stay with their providers.
