fix(release): read structured Changesets publish output

Cause

Brand release run 35945108829 published @tangle-network/brand@1.6.0 and @tangle-network/ui@11.10.0 to npm, but the pinned Changesets action v1 returned published=false because it parses a log line that Changesets CLI 3 no longer emits. GitHub Packages and GitHub Releases were skipped.

Change

• Use Changesets action v2.1.2, which reads structured CHANGESETS_OUTPUT events from CLI 3.
• Update action input and output names to its v2 contract.
• Keep the same publish script and downstream GitHub Packages flow.

The skipped 1.6.0/11.10.0 artifacts were recovered manually from the exact npm tarballs and verified in GitHub Packages and GitHub Releases. This PR repairs future releases.

• git diff --check
• Previously completed package gate for this release: typecheck, build, 374 tests, packed-consumer tests, Storybook build.
• git merge-tree --write-tree origin/main HEAD passes.
