Just naming nits, LGTM. Would be nice to have in tailscale/tailscale, too.
Adds Metrics.MessageTransportRXDroppedReplay, incremented where the replay filter rejects an inbound transport packet, and exports it over expvar at WG_DEBUG_ADDR.
