What changed in this PR
Updates actlize 0.8.0 CI to conserve PPU testing resources by requiring sequential review gates, addressing the CI sequencing and runner changes in issue #26.
Changes:
- Requires precheck, AI review, and human approval before unit and integration tests.
- Replaces the
OAM-810Erunner label withZW-810E. - Switches PPU execution to
t-head/ci-infra/cluster-run@main.
