chore: fix JavaScript lint errors (issue #8294)

Resolves #8294 .

Description

What is the purpose of this pull request?

This pull request:

• Fixes ESLint vars-order and no-unused-vars issues.
• Updates JSDoc to avoid doctest execution requiring pandoc.
• Restores intentional new Array(...) usage in benchmarks with explicit lint disables to preserve benchmark semantics.
