Rename triage team in onboarding.md

In rust-lang/team#2100 we renamed wg-triage to the triage team.

This PR updates the onboarding doc for that rename, and:

• Adds a custom anchor to avoid breaking existing links to the old heading name
• Updates the example PR to Add cijiugechu to triage team team#2447, I chose that one because it adds someone to people, and to triage.toml
