Bump Android Gradle Plugin from 7.4.2 to 8.2.2

As part of #478, I tried updating to Gradle 9.1.0 (since it's a requirement for AGP 9), but I was immediately hit with a bunch of version incompatibility errors. Since we're on a fairly low version of AGP, I tried updating from AGP 7 to the latest AGP 8 version, but I was also immediately hit with a bunch of version incompatibility errors. Bumping to AGP 8.3.0 or higher will produce a bunch of version incompatibility errors.

I'll continue investigating this, but in the meantime, I'm just making a PR to bump AGP to 8.2.2 since that:

• produces no version incompatibility errors.
• starts to bump AGP in the right direction.
• crucially, should unblock the Kotlin version bump PR at Update kotlin monorepo to v2.3.10 #476, as CI currently says that AGP 8.2.2 or higher is required.
