Deep linking & Bookmarks

We should support deep linking; i.e. linking to individual cells

I think there are a couple pieces to this

• Getting links to specific cells
• UX for opening deeplinks

I think for UX we might want to add a "book marks" navigation; similar to the open tabs window in the left hand pane
When a user clicks a deep link we add it to the bookmarks
Users can also add their own book marks in order to quickly navigate between different location

Cleanup review: the deep-link portion is implemented by #285, with notebook outline navigation in #288 and Markdown-link actions in #292. The requested persistent bookmarks navigation is not implemented, so this issue remains open for that remaining scope.
