Description
Adds the breaking changes from rapidsai/rapidsmpf#1017
On a side note, #22677 creates a new stats object during engine reset (ray and dask). This leaves multiple stats instances in (progress thread, communicator vs buffer resource, context) This is inconsistent. This PR points all statistics objects to one.
