Remove "Download Video Support" option if already downloaded

No need for this to clutter the menu when it's a no-op

I would have doubts about different scenarios:

• If there is a newer ffmpeg version supposed to be used with Deadsync:
  • Should an "Update video support" appear?
  • Should it be just updated among the game?
• If an user wants to "delete video support": Should there be a "Remove video support" option?

At the very least I think a way to specify during compile time that I don't want to expose this menu or the in-engine update item for a packaged release makes a lot of sense.

@pnn64 I see this was moved to a new Downloads / Check for Updates section which totally takes away my complaint. Please feel free to close this as it no longer really brings any benefit.
