Supersedes PR #974: re-apply surviving ch.7 copy edits

Salvages the Glen-approved typo PR (113 commits behind, conflicting):
- 7-0: 'achieve this goal' -> 'achieve these goals' (grammar)
- 7-1: proper spaced em-dashes in 'horizon — or across all of them — you'

Deliberately NOT carried over from the PR: the shortening of the
OpenAI/Anthropic paragraph tail (dropped substantive clauses about
core ⿻ infrastructure and sensitive data under a typo label) and
'hiring practices' -> 'hiring practice' (grammatical regression).
All other PR hunks already landed on main independently.
