The activity widget used to always open on Pinned, so anyone who never pinned anything landed on an empty tab. Now it opens on Pinned only if you have pinned docs, otherwise on Recently viewed.
The server already preloads both tabs, so the starting tab comes from the pinned count in that data. No extra fetch, no flash, no layout shift. A server refresh (like a locale switch) keeps whatever tab you're on.
Tests: a new e2e for the default tab, plus a few existing dashboard and a11y tests that assumed Pinned on an empty dashboard now click Pinned first.
