Summary

Phase 4.6 Slice 2. Four new orchestration tools:

  • clarify — structured questions with options/recommendations
  • todo — session-scoped task ledger (20 items max)
  • message_send — deliver to current_conversation or explicit target
  • session_search — keyword search past sessions

Tool registration wiring (ConversationContextPort + ConversationStorePort params) comes in next PR.

Test plan

  • cargo check --features channel-matrix — zero new errors
  • cargo test -p synapse_domain --lib — 472 passed

…ession_search (Slice 2)

Phase 4.6 Slice 2. Four new high-level orchestration tools:

- `clarify`: structured clarification with optional choices/recommendation
- `todo`: session-scoped task ledger (add/list/update/complete/remove/clear)
- `message_send`: deliver to current_conversation or explicit target
- `session_search`: keyword search past sessions by label/summary

These replace common low-level multi-tool decompositions:
- "ask for missing info" → clarify tool with structured options
- "plan multi-step work" → todo tool with bounded scratchpad
- "send message here" → message_send with current_conversation target
- "did we discuss X?" → session_search over past transcripts

Not yet registered in all_tools_with_runtime (requires wiring
ConversationContextPort + ConversationStorePort params — next PR).
