Marks the Issue #381 namespace identity design as released and verified, and records the cross-repository PRs, CI runs, release hashes, GitHub/GitCode mirror checks, official index publication, public quick-install/package lifecycle smoke, and fresh mcpp/GCC 16.1.0 workspace build against xpkg 0.0.46.\n\nThe validation also documents the duplicate mcpp-index identity found by the cold public build and its verified fix in mcpplibs/mcpp-index#119.
