Data package status: publishing feasibility of all open dataset issues (July 2026)

Tracking issue for the current state of the dataset publishing pipeline. Based on a review of all 29 open issues; full assessment: dataset-publishing-feasibility.md (branch claude/dataset-publishing-feasibility-u2ju1x).

Headline: only 4 datasets need actual data work to finish — 8 more are technically ready but blocked solely on author consent. Consent follow-up, not data work, is the pipeline bottleneck.
