PR - #2303 introduced an out of order enum in saimetadatatypes.h which is currently not checked by CI checker.
Fixing this to ensure SAI_ATTR_VALUE_TYPE_UINT64_RANGE and SAI_ATTR_VALUE_TYPE_UINT64_RANGE_LIST have same value in upcoming v1.19.1 as previous header version (v1.18.1)
