docs(core): archive the enforce-coverage-thresholds change - #185

Record the enforce-coverage-thresholds apply run: three verdicts and six rulings in the ledger, the six review packages the verdicts cite, and the one inbox item the run raised but did not act on.
The change landed on trunk in #183, so the archive move from opsx:archive is recorded here. PR 183 points reviewers at the archived ticket 02 file for the deletion arguments.

The body of #183 points reviewers at
openspec/changes/archive/2026-10-21-enforce-coverage-thresholds/tickets/02-resolve-guard-branches-and-stop-placeholder.mdfor the eight deletion arguments and says the file "reaches this branch with the next bookkeeping commit". #183 merged before that commit existed, so the path does not resolve on trunk.
