Finalize the CHANGELOG for the v1.14.0 release.
Moves the v1.14.0 entries out of [Unreleased] into a dated section ## [1.14.0], 2026-06-29, matching the file's house style (lead paragraph + bold-dotted subsections), and drops the proposal blockquote now that the version is confirmed. Content unchanged otherwise; covers the three themes:
Docs-only; pyproject was already bumped to 1.14.0.
