Order (maintainer re-order 2026-08-24): #792 first — it simplifies/removes code — then #791 ponytail pass as a follow-up PR, then the remaining gates. #702 carries #684's regression criteria. Cloud/Modal is experimental for v0.1.0 (#134 ruling) and not release-gating.
