github: build on ubuntu 26.04 runners - #327

Ubuntu 26.04 LTS is out since April 23, 2026 and GitHub provides hosted
runner images for it on both x64 and arm64. Add it to the Linux build
matrix next to the existing 24.04 and 22.04 entries so every push and pull
request is built and tested against the current LTS toolchain and library
set.
The new jobs reuse the same steps as the other Linux entries and
upload qdl-binary-ubuntu-26-{x64,arm64} artifacts.
