Promote the verified dev hardening (#50) and bump package version from0.9.1 to0.9.2 for the existing npm OIDC release workflow.
The patch requires explicit local host for local artifacts, prevents incomplete identity from reusing cache/approval/journal state, and validates administrative arguments before settings writes. It preserves #48 per-call MCP routing and adds the cross-platform report transport regression fix.
Release gates: local suite/structure/pack, independent audit, PR CI and exact main-push CI; then release.yml dry-run with full expected SHA and skip-ci-check=false, followed by publishing and registry/provenance/install verification. No dependencies or workflow changes.
