feat: support Lance namespace context

Summary

• Upgrade Lance Namespace dependencies to 0.9.0 across Rust, Python, and Java.
• Propagate namespace request/response context through Rust REST mappings and response models.
• Update Python and Java wrappers/tests, including binary-safe JNI query-table response handling.
