Fixes #16069

Each ZstandardCompression created its own Cleaner, and every Cleaner starts a thread, so each instance left a thread behind. The Cleaner is now a static field shared by all instances.

Added ZstandardCleanerTest, which fails without the change and passes with it.

ZstandardCompression starts one Cleaner thread per instance, and every HttpClient.start() creates a new instance: Cleaner threads pile up until GC
