Indicate when Totem has no longitude/latitude

Currently the location is processed at the top-level TotemApp component. As each component is presented, the location is passed to it.

PlaceList should have a spinner when loading
Users should not be able to push create button
Users should not be able to create a place

Global app state (access to internet / location) impacts the behavior of the app.

in the case of #39, we need to indicate to the user that we are waiting for the network. This issue is about the larger scope: there's no internet / can't access location.
