Add repository-aware command guidance

Summary

• add a repository-context reference for local agent instructions, package-manager selection, Capgo template flow, draft PR/CI handling, headless browser defaults, and token preservation
• teach the capacitor plugin generator to read repository context before scaffold/docgen/publish commands
• add Bun translation notes to scaffolding, testing, publishing, sample app, and configuration references while keeping public npm/npx examples intact

I would like to remove the Capgo-specific information from this PR before considering. I do like the idea of being package-manager-aware, but we should probably also include Yarn and/or pnpm. How much bun usage do you see with Capgo @riderx?
