Copilot review overview
🟡 Changes recommended
The HIP text has a few clarity/formatting issues (including an ambiguous “cap” definition) that should be tightened to make the proposal easier to review and implement consistently.
Once you've addressed the issues Copilot identified, you can request another Copilot review.

What changed in this PR
Adds HIP 0003 proposing an incremental snapshot format for Hyperlight sandboxes, aiming to reduce snapshot latency and memory usage by sharing immutable snapshot “blobs” across snapshot layers.
Changes:
- Introduces a new HIP describing an incremental, layered snapshot data model (layers, blobs, live ranges).
- Describes algorithms for taking/restoring snapshots with minimal remapping by diffing live ranges.
- Proposes an OCI-based on-disk representation using one file per blob and a v2 config format.
