Add GET_STARTED.md guide for new users

Fixes #678

This PR adds a GET_STARTED.md file to help new users get onboarded with the repository. It includes:

• A short introduction to the repo
• Step-by-step setup instructions
• Guidance on running a first example
• A suggested learning path for beginners
• Links to relevant papers and resources

This should make it easier for newcomers to understand where to start and reduce setup confusion.
