Added a new agentic workflow that:

1. Triggers on incoming PRs (opened, synchronize, reopened) from any fork
2. Reads the repository's CONTRIBUTING.md (or uses best practices if none exists)
3. Analyzes the PR against the contribution guidelines
4. Labels PRs that meet guidelines with "contribution-guidelines-met"
5. Comments with helpful suggestions on PRs that don't meet guidelines

• .github/workflows/contribution-guidelines-checker.md - The workflow definition

Workflow Features

• Trigger: pull_request events (opened, synchronize, reopened)
• Fork Support: Allows PRs from all forks (forks: ["*"])
• Tools: GitHub toolsets (default), bash for file reading
• Safe Outputs:
  • add-labels - restricted to "contribution-guidelines-met" label
  • add-comment - with hide-older-comments to prevent spam

Security

• Uses permissions: read-all (minimal permissions)
• Uses safe-outputs for all write operations
• Uses roles: [read] to allow any authenticated user's PRs to trigger the workflow

Add an agentic workflow to be triggered by incoming PRs, and check if the PR has meets the contribution guidelines in the contributing.md file (or repo specific contribution guidelines). If yes, label the PR. If no, comment with suggestions on how to meet the contribution guidelines.

Fixed in cc034c1. The roles field required array format [read] instead of string read.
