feat(fees): integrate v0.122 Studio fee accounting

• reopens the Studio fee accounting implementation on the v0.122 release line instead of main
• includes Studio-side user/transaction fee accounting, fee-aware RPC parsing, fee UI updates, and fee regression coverage
• keeps this as a draft/test PR while the cross-repo fee train and e2e gate are wired
