3.08 does not compile unter Delphi 12.1

Trying to use 3.08 with Delphi 12.1 Win32 ```OtlCommon.pas``` can not be compiled:

In ```procedure TOmniEnvironment.LoadNUMAInfo;``` the type ```TSystemLogicalProcessorInformationExArr``` is unknown (and not defined in any Delphi source unit) and so is the function ```DSiGetLogicalProcessorInfoEx```.
