Summary

retry npm publish verification with a bounded 24-attempt loop
verify the selected npm dist-tag instead of always reading latest
keep the check finite so publish verification cannot hang forever

Testing

npm view @everruns/bashkit "dist-tags.latest"
inspected workflow diff and failed release logs from run 24544868361
