IMO, this can be merged in and clients can implement this at their preferences, e.g. before or after Gloas.

At ACDT today, we agreed to merge this PR today. As Jihoon said above, clients do not need to make this change immediately. Since this just lowers the minimum, clients remain spec-compliant without any changes. |

compute_min_epochs_for_block_requests()is derived fromcompute_weak_subjectivity_periodfor a very large validator set at maximal safety decay (#2131). EIP-8061 changed the churn limits and updatedcompute_weak_subjectivity_period(#5061), which roughly halves the weak subjectivity period (#5629), butcompute_min_epochs_for_block_requests()was not updated and still returns 33024 epochs based on the Phase 0CHURN_LIMIT_QUOTIENT.This applies the same change, which gives 14299 epochs (~2 months) on mainnet and 262 on minimal. It is a relaxation, clients can keep serving a longer range.
