Add a PR auto-labeler workflow - #6799

Adds a GitHub Actions workflow (actions/labeler v5) that labels PRs from the paths they touch, driven by a glob->label map in .github/labeler.yml. New label mappings are added by editing that file. Runs on pull_request_target so it can label fork PRs, with minimal permissions (contents: read, pull-requests: write) and scoped to main. It never checks out or runs PR code, and sync-labels is off so it only adds labels, never removing manually-applied ones. Co-authored-by: Isaac <no-reply@databricks.com>

why not remove them if the PR changes scope? e.g. accidentally touches DABs, gets labelled, refactored, keeps DABs
