The rule restricts detection to Cisco ISE’s vulnerable /admin/files-upload/ endpoint and requires an uploaded ZIP filename. The URI is normalized with lowercase and URL decoding, while the filename is matched case-insensitively. This avoids matching unrelated uploads elsewhere in the application while detecting the crafted archive upload used by the Nuclei template.

The test template retains the ZIP probe and multipart upload structure but removes the preliminary login probe because only the relevant exploitation request is needed for AppSec validation. Its matcher checks exclusively for HTTP status 403, as required. The classification references CVE-2025-20282 and CWE-434, which describes unrestricted file upload.
