Summary
Adds provider-side verification preflight before reserving capacity and aligns
tier and auditor evaluation with the chain BidFilter. Order cancellation is
propagated to verification queries.
Tracking
The preflight falls open on query failures and is inactive when the verification
module is disabled. The sandbox governance timing commit is not present.
