Record docs-next preview review and close restore gaps

Phase 10 of ImprovementPlan.md. Records IA/task-path/URL/build review and the explicit cutover gates in DOCS_NEXT_REVIEW.md. Adds the self-hosted registry port to reference and makes single-server restore steps self-contained.

Validated: en/es-ES/zh-CN production builds; combined-site HTTP smoke; 141/141 sidebar coverage; 36/36 draft URL destinations; no draft markers; preview noindex in each locale and absent from sitemaps; existing /docs output present.

This PR does not perform cutover or redirects.
